New Standard for Authorisation of Hospitals now available

The Office of the Chief Psychiatrist is pleased to announce the release of the Chief Psychiatrist’s Standard for the Authorisation of Hospitals under the Mental Health Act 2014 (the Standard). This is supported by a new Advisory outlining the authorisation pathway and a Master Checklist to guide planning and streamline final authorisation submissions.

The Standard replaces the October 2019 version and reflects contemporary evidence on how the built environment supports psychological wellbeing, as well as lessons learned from recent projects and extensive consultation.

The Standard sets minimum requirements for mental health services – both new builds and refurbishments – seeking authorisation under section 524 of the Mental Health Act 2014. It applies to public and private services and is designed to promote safe, recovery-oriented and trauma-informed environments across Western Australia. While not mandatory for non-authorised hospitals, it may be used as a guide to best practice.

Structured across Model of Care, Design, Build and Operational Planning, and Specialised Services, the Standard supports innovation while remaining flexible to accommodate different service models. It is underpinned by principles of dignity, consent and minimising coercion.

This work reflects ongoing collaboration with key stakeholders, including the Chief Psychiatrist’s Lived Experience Advisory Group, Health Service Providers, the Department of Health and other sector partners. The Office of the Chief Psychiatrist sincerely thanks all contributors.
